Thiruvananthapuram: The Kerala government is set to establish a dedicated authority to protect students planning to study abroad from falling victim to fraud. A licensing system will be introduced for recruitment agencies to ensure accountability. The draft bill, which includes these provisions, is expected to be presented in the next assembly session.
Currently, ‘students’ do not come under the scope of the Indian ‘Emigration Act’, leaving them vulnerable to exploitation and fraud without legal recourse. There is also no mandatory registration process for recruitment agencies, leading to numerous complaints.

Growing complaints and lack of awareness
Many students and their families lack adequate knowledge about foreign institutions and their regulations, often relying solely on recruitment agencies. As a result, students frequently end up in substandard institutions or face financial exploitation. With no effective mechanism to address grievances, the government has decided to implement comprehensive legislation to curb these issues.
Mandatory registration and accountability for agencies
Under the proposed law, recruitment agencies and consultancies will be required to register and obtain licences. A state authority will be formed to oversee this process.
If students fail to secure admission in reputable institutions due to deception, the responsibility will lie with the recruitment agencies. Officials informed Mathrubhumi that strict measures, including penalties, will be implemented to address such misconduct. The proposed authority will operate under the supervision of Non-Resident Keralites Affairs (NORKA) in partnership with the Higher Education Department.
'Student Immigration Helper Portal' for safe overseas education
Ajith Kollassery, CEO of NORKA Roots, revealed plans to launch a 'Student Immigration Helper Portal' soon. This portal will provide information on international laws, reputable institutions, and job opportunities abroad, ensuring safer overseas education for students.
